Permits Show 72-Hour Protective Detox Site, Drug Consumption Site to be Located in the Same Building
WINNIPEG — Building permits issued for 190 Disraeli Freeway include plans for a 72-hour protective care centre as well as a 20-unit drug consumption site, Manitoba PCs learned today.
“This is an outrage. The NDP have hidden their plans from residents of Point Douglas and all Manitobans,” said Obby Khan, Leader of the Official Opposition. “The premier said that his NDP would not build a drug consumption site at the proposed Disraeli location after neighbourhood residents fought back against the plan. These building permits show that he’s broken his word.”
The opening of a protective care facility follows the NDP’s recent introduction of Bill 48, The Protective Detention and Care of Intoxicated Persons Act. A City of Winnipeg building permit was issued on Oct. 10, 2025, for the construction of a protective care centre at 190 Disraeli Freeway. Five days later, on Oct. 15, a second construction permit was issued for the “addition of 20 safe consumption rooms” at the same address.
“What are the NDP doing? They’re setting people up to be trapped in a ruthless cycle of addiction,” said Portage la Prairie MLA Jeff Bereza, PC Critic for Housing, Addictions and Homelessness. “It makes no sense to build a drug consumption site next to a detox site. People will just go from getting high, to sobering up, to getting high again. Where’s the treatment? Where are the supports for people who want help with their addictions?”
As recently as last week, the NDP said that they would not locate the drug consumption site and the protective care centre at the same location. However, the drug consumption site received a building permit on Oct. 15, one day before the protective care centre was debated at the Manitoba Legislature.
“This shows how disingenuous the whole public consultation process has been,” said Bereza. “ The NDP are trying to ram through the protective care site with Bill 48. Now they’re trying to sneak through their drug consumption site after telling Point Douglas residents that they were shelving plans for that location.”
PCs are once again calling on Wab Kinew to abandon his plans for a drug consumption site in Point Douglas. The Official Opposition is also urging the NDP to take the time to hold meaningful consultations with Manitobans and Point Douglas residents who have told the Kinew NDP to stop consolidating so-called harm reduction services in their neighbourhood.
“Progressive Conservatives are in favour of holding people for 72 hours when they are in the grips of meth psychosis,” said Khan. “But the whole approval process for Bill 48 has been rushed since day one. We’re talking about detaining people against their will. We have to slow down and get this right.”
